All of the borderlands 1 characters have been briefly explained below with their unique skills and fighting styles. Again this is just my list and plenty of people will disagree and again their are a ton of metrics to judge best characters but my list as mentioned focuses on the endgame and raiding.

Despite me loving him i think wilhelm might be bottom tier. He has survivability but even than other characters do it a whole lot better. I guess his whole gimmick is being hard to kill with skills like emergency.
Now seems like a good time to mention that the first borderlands was much more gun focused and the classes themselves made much less of an impact on damage than they did in borderlands 2. Best character to use to the worst one. Inb4 every character is useful. I was generally curious how the characters rank in the op8 meta. Hes good dont get me wrong hes just so underpowered compared to the rest. Borderlands 2 continues in its predecessors footsteps with four new characters tons of new quests and lots of shooting and looting.
